Something that has always bothered me about The Karate Kid

When Daniel and his mother move into their apartment complex the pool is not working, but moreover it's filthy, disgusting and dangerous and the entire complex seems to be in disrepair.

Then we learn that Mr. Miyagi is the maintenance man. Certainly he would be working with a very low budget, so that would explain a certain level of disrepair, but not the level that we see. Mr. Miyagi is portrayed through the entire series as a studios man who is meticulous about his work. "Pride" in his work would probably not be appropriate as he is not portrayed as a vain man. But I think he is shown to take personal pride in his work and in every aspect of his life. Why would the apartment complex which he is charged to maintain be in such a dangerous state of disrepair?

I have never been able to reconcile that in my mind.
