Ruling over a country or city or galaxy count as a part of world domination, I just didn't want to cram all those in a title.
For my example I think of Spotlight. Nobody was gonna die if the journalists fail or take control of anything. Technically the priests had a certain amount of control over areas of the church but not any element of the journalists' lives (depending on how you look at it I guess). But the idea of these people who had ruined hundreds of lives going without any punishment was deep and achingly strong in everyone's mind, including the audience.
